the receipt of Lord Elgin's Despatch No. 59 of the 19th. ———

of March, enclosing statements prepared by the Local Govern-

-ment Boards for England and Scotland giving particulars

concerning local taxation, together with copy of a letter

from the Treasury on the subject of Imperial Taxation. I

desire at the same time to express my thanks for the inform-

-ation that has been furnished.

There is one other matter in this

connection on which I should be glad of further information.

Your Lordship is aware that rentals are very high in this

Colony and it is of course upon them that assessments are

based. In order therefore to enable me to complete the

comparison of the incidence of rates in Hongkong and in

similarly conditioned towns in the United Kingdom, I

should be much obliged if Your Lordship would be good
